Joseph Younger
Vice President & Chief Operating Officer

Joseph Younger serves as Vice President and Chief Operating Officer responsible for overseeing the Compliance Monitoring and Enforcement Program (CMEP) at Texas RE. Previously he served as Texas RE’s Director of Enforcement and Director of the Texas Reliability Monitor, as well as the Enforcement department manager.

Prior to joining Texas RE, Dr. Younger was the Director of the Legal Division at the Public Utility Commission of Texas (PUCT). While at the PUCT he oversaw the development of staff's legal position in all contested matters and rulemakings, led the creation of an interdisciplinary team for oversight of regional transmission organizations, and played a lead role in the negotiation of multistate energy market issues.

Dr. Younger is a graduate of the Columbia University School of Law, where he was a Kent Scholar. Following his time at Columbia, he was a Law Clerk for the Honorable Emilio M. Garza on the United States Fifth Circuit Court of Appeals. Dr. Younger received a PhD in Latin American History from Princeton University in 2011.
