Project SAR-013 Comment and Ballot Period

Texas RE has posted proposed Regional Standard BAL-001-TRE-3 on its website for a 45-day public comment period, with a ballot occurring during the last 15 days of the comment period. The ballot pool is open to join through October 21, 2025. This project consisted of three objectives:

  • Include a provision that allows any generation resource that is not qualified to provide Operating Reserves to widen the resource’s Governor deadband to +/- 0.036 Hz upon confirmation from the Balancing Authority (BA).
  • Clarify the roles of the Generator Owner (GO), Compliance Enforcement Authority (CEA), and the BA as they pertain to the Compliance Monitoring Period and Reset Time Frame (Section C: 1.2) in resetting the 12-month rolling average Primary Frequency Response (PFR) performance score.
  • Define Primary Frequency Response (PFR) performance requirements for battery energy storage systems (BESSs).

To join the ballot pool, please complete the Registered Ballot Pool application form. As a reminder, you must be a member of the Registered Ballot Body (RBB) in order to be a member of the Ballot Pool. The ballot will be open from October 22 through November 6, 2025.
