SAR-013 Public Comment and Ballot Period

Texas RE has posted proposed Regional Standard BAL-001-TRE-3 on its website for an additional 45-day public comment period, with a ballot occurring during the last 15 days of the comment period. The ballot pool is open to join through June 13, 2026.

This is part of Project SAR-013 Revisions to Regional Standard BAL-001-TRE-2. The posting comes after the Texas RE Member Representatives Committee approved the proposed revised document for a public comment and ballot period. This project consisted of three objectives:

• Include a provision that allows any generation resource that is not qualified to provide Operating Reserves to widen the resource’s Governor deadband to +/- 0.036 Hz upon confirmation from the Balancing Authority (BA).
• Clarify the roles of the Generator Owner (GO), Compliance Enforcement Authority (CEA), and the BA as they pertain to the compliance monitoring period and reset time frame (Section C: 1.2) in regards to resetting the 12-month rolling average Primary Frequency Response (PFR) performance score.
• Define PFR performance requirements for Battery Energy Storage Systems (BESS).

To join the ballot pool, please complete the Registered Ballot Pool application form. As a reminder, you must be a member of the Registered Ballot Body (RBB) in order to be a member of the Ballot Pool. Please fill out the Registered Ballot Body Application form to join the RBB.  You may view the current members of the RBB on the Texas RE website. The ballot will be open from June 14 – June 29, 2026.
