The North American Electric Reliability Corporation’s (NERC’s) Large Loads Action Plan seeks to address potential risks associated with the rapid development of massive data centers, cryptocurrency mines, and other industrial facilities. In early May 2026, NERC’s stakeholder Large Loads Working Group (LLWG) published its Reliability Guideline: Risk Mitigation for Emerging Large Loads, a key activity in the action plan.
The document provides voluntary, near-term direction to assist in managing reliability risks from these new loads, which often have electrical behaviors much different from large industrial complexes. These can be highly dynamic, capable of rapid load change, sudden load drops, or oscillations. These characteristics can limit operators’ ability to respond in real-time and create risks to Bulk Power System (BPS) stability, resource adequacy, and transmission planning assumptions.
To address these challenges, the guideline emphasizes proactive planning, improved visibility, and shared responsibility across utilities for system operators, and load owners. A central theme is the transition from treating loads as passive consumers to requiring large load operators to actively support grid reliability.
The guideline organizes mitigation strategies into several core areas. First, it stresses enhanced data collection and modeling to develop dynamic models of large load behavior, including validation of performance characteristics and continuous updates as facilities evolve. Second, it calls for more rigorous interconnection and planning studies with improved assessment of stability, voltage, and frequency impacts. Third, the guideline highlights operational coordination and controls, recommending that system operators and large load entities establish clearer communication protocols, monitoring capabilities, and potential controls to manage rapid load changes.
This guideline and the Level 3 Essential Action to Industry Computational Load Modeling, Studies, Instrumentation, Commissioning, Operations, Protection, and Control serve as a bridge connecting recent NERC technical papers on emerging large load risk identification and assessment to future Reliability Standard requirements that NERC plans to develop and file with the Federal Energy Regulatory Council (FERC) by the end of 2026. While non-binding, the guideline provides actionable recommendations intended to improve Bulk Power System operational reliability to enable reliable integration of large loads.
