The methods and tools that are used to manage and operate the Bulk Power System (BPS) in a reliable manner are increasingly dependent on computers. Automated systems enhance the efficiency and effectiveness of reliability functions, but misuse of that technology can also negatively impact the BPS.
Remote access tools are currently being used to perform regular maintenance on renewable energy sources such as solar and wind farms. With the increase in remote access use, it is important that Responsible Entities understand how to protect their assets from malicious actors. Regardless of the sophistication of the technology used, Responsible Entities should remain vigilant and implement adequate controls to protect the BPS.
For best practices surrounding remote access, Texas RE encourages Responsible Entities to refer to the AC-17 group of controls in the National Institute of Standards and Technology (NIST) SP 800-53 Rev. 5.
