2025 CMEP IP

The Compliance Monitoring and Enforcement Program (CMEP) Implementation Plan (IP) is developed by the North American Electric Reliability Corporation (NERC) and the Regional Entities. It reflects the Electric Reliability Organization (ERO) and Regional Entity-specific risk elements that are prioritized for oversight of registered entities. Risk elements identify and inform the ERO Enterprise of some of most impactful risks to the Bulk Power System (BPS).

There is one new risk element for 2025—Transmission Planning and Modeling. This risk element replaces the Stability Studies risk element that was included in previous years’ CMEP IPs. The other seven risk elements remain the same. The 2025 CMEP IP also includes an expansion of the Inverter-Based Resources risk element to add a focus on system protection measures. Assets that contain low impact Bulk Electric System (BES) Cyber Systems are another added focus of the 2025 CMEP IP. The ERO has identified a risk with these assets partly because there have been more violations regarding physical security plans, electronic security perimeters, and access management. As in previous years, Texas RE will continue to address the risk associated with assets that contain low impact BES Cyber Systems.
